She doesn't want her belly rubbed, she does this as an expression of joy and contentment. It always makes me smile.

My female German shorthair pointer often assumes exactly the same pose.
Given the basic nature of felines and canines as predators, it has always signaled to me the complete trust she must have in us and in the safety of her home to expose her vulnerable belly like that.
