That is, something that turns zombies into zombie zombies - zombies that want to eat other zombies. The end result would be quite interesting. Are the zombie zombies even slower than regular zombies? Can the living tell zombie zombies from zombies? If you shoot a zombie zombie in the head, does it die? (Why would you want to? Zombie zombies would represent the fastest way to finish off the zombie menace!)

Yes, that would work. In fact, if all they want to do is eat flesh, it's hard to see why, once they got beyond a certain population density, they would bother pursuing increasingly-scarce and progressively better-armed humans rather than cannibalizing each other. In order to keep them from going cannibal, you'd have to either assume there is some mysterious thing that they need from humans that their fellow zombies don't have, or that their flesh is somehow toxic or otherwise useless to other zombies.
The zombie thing is all good fun for fiction, I suppose, but it all kind of goes to pieces once one starts looking at it too closely.
As I pointed out in a previous post, zombies that only eat the living would always be hungry.
