Update: Ha! This is (at least partially) a fraud!
The quotes were published in 1942 by William J. H. Boetcker, a Presbyterian minister. He released a pamphlet titled Lincoln On Limitations, which did include a Lincoln quote, but also added 10 statements written by Boetcker himself.Whatever the source, they're pretty apt quotes for today.

Ummm, Lincoln could write well, so you know he didn't write this. In fact Lincoln brought the first income tax, started the issue of fiat money and dramatically increased the size of the federal government; what a rascal.
You'll have to do better than that. What's the evidence that this is an urban legend?
