One question that the original article didn't answer, though:
*Were* there fire extinguishers and life vests on board?
Because if there weren't, and one of those barges were to catch fire because of the lack of a fire extinguisher (pretty likely, seeing as how then are handling barrels of flammable oil), and its crew all burns to death or drowns because the don't have life vests, then everybody will be howling for the Coast Guard's *blood* for letting those barges go out without them.
This is only an issue if the safety gear *was* on board, and the Coast Guard was too lazy/bureaucratic to just inspect them. Which I find hard to believe: I know some folks personally who have been in the local Cost Guard, and they are not at all shy about inspecting boats at a moment's notice.
Tim, if the Coast Guard wondered if there were any on board, why bother to check at all? Why not just grab some from your equipment locker and throw them on board so they can leave?
