The German Army Is Kaput

... while the Russian army is on the rampage. 

I wonder why.

I suspect that, while the German army may not be what it should be[1], this was primarily a case of the head of the army seizing the opportunity to get his budget increased.

[1] In the past, I distinctly remember Germany being discouraged from having much of an army, because a heavily-armed Germany still made all their neighbors nervous. As Tom Lehrer sarcastically put it, "Once all the Germans were warlike, and mean, but that couldn't happen again. We taught them a lesson in 1918, and they've hardly bothered us since then!"
