Far from being mad, he is calm, rational and his ideas are well-considered. Everything he is saying is consistent with Islam.

First off (A) Yes, he is a dangerous criminal who needs to be kept locked up. On that point, it doesn't matter whether he is insane or not, he cannot be allowed to run loose.
But (B), just because he is calm, and is not ranting and screaming, does not mean he is sane. Just look at what he is saying. He clearly thinks that Allah talks to him multiple times a day, he says as much. He doesn't say "My Imam says. . ." or "The Koran says . . .", he says directly that Allah is telling him what to do. Hearing voices in your head that you interpret as coming from an outside source is textbook insanity.
I don't know about you, but if a voice in my head tells me to murder people by burning them to death, I'm not going to think, "Oh, that must be instructions from God!" I'm going to think, "I must be going insane, I'd better get help!"
