How To Take Out A Drone

The old Soviet ZSU-23-4 had 4 23mm, radar-controlled guns. It only has a range of 2,500m, but the idea is still there. Radar-controlled guns would probably do a number on a drone.

Yes, it probably would be murder on drones. But, on the other hand, it would probably be pretty rough on conventional aircraft, too. And isn't it the whole point of drones to be relatively cheap and expendable, so that you don't mind so much if they get shot down?

The ZSUs are way overmatched by modern ground attack aircraft. The little ISR drones, on the other hand, would probably be lunch for a ZSU. My point is that relying more and more heavily on drones makes a flimsy, slow aircraft a key point of failure. I'm just hypothesizing how to handle American drones if you're a low-budget enemy.
