Are dogs prohibited from getting drivers licenses because they are dogs?
Or is it just that dogs mostly live for less than 16 years, and are therefore almost never old enough to drive?
(that, and they probably have problems with the written portion of the licensing exam).
Maybe it is because they'd chase cats with the car.
