So the erroneous Lincoln comment was part of an earlier draft, not the actual speech delivered. This happens all the time since these speeches are tweeaked up until the last minute.
The link to the attributing blog states that the editors note was added after the fact.
As far as I can tell, he actually said it.
Sounds more to me like the White House screwed up, figured it out too late and then gave excuses to its house organs in the press who dutifully reported what they were told.
The guy said it, he reads of teleprompters and one presumes the teleprompters were programmed with something.
