I think it's part of the pose you're required to use.....
My first passport photo was actually pretty decent. I looked like a human being, with no intention at all of killing and eating passers-by. No, really. It helped that the person taking them was an actual professional photographer, not just some moke with a camera.
There is an element of luck too, seeing as how there is generally only one try. If you could pick the best out of a series of 10 shots, I bet it would help a lot.
